Does the Diamondback Fitness 510ic need to be plugged in?

Yes. The 510ic comes with a power adapter that needs to be used in order for it to power on. You can leave the unit plugged in and it will turn itself off when not in use. To power it back on simply start to pedal and the console will light up.
